Кто отлично владеет английским - проверьте pls

Написал небольшой опус по Иванову. Прошу проверить мой английский: орфография, грамматика и самое главное - стилистика (говорят ли так по английски как я написал)

For the past 2 decades situation with public transportation in cities has considerably changed. More than 90 new tram systems were launched throughout the world, mostly in European and American cities. Existing tram systems have been upgraded, new lines have been built, new carriages have been bought and existing ones have been upgraded.
Environmentally friendly, economically reasonable tram has returned to the cities after about 50 years of oblivion. The efficiency it can bring to the transportation in cities was finally appreciated by people.
Transport scientists consider tram to be a perspective means of transport in urban areas. Independence from roads makes trams reliable and fast transport in cities. Trams on segregated tracks can easily bypass traffic jams and driving laws in many cases give priorities to trams. High transport capacity makes trams efficient for transportation of big volumes of people and its compactness makes possible to use it on the territory of city center where high volumes of passengers are often concentrated. For delivering people to city suburbs modern trams can use railroad tracks and in the districts with complicated architecture or busy streets they can use tunnels as a metro.
They observe high buyer activity and intense use of the land of the city center in cities, which have trams. The transportation system in those cities is often more efficient than in cities without trams.
However not all the people think about tram as a perspective transport. Alexander G. Fomin , mayor of Ivanovo city, Russia , for instance, declares that tram should be demolished from the streets of the city. Mr. Fomin accuses tram in burdening budget, in destroying roads and buildings, in noise, in occupying the lane in the street that could be used for car rides. While the number of cars is growing by 30% a year the traffic situation is continuously deteriorating. The transport ?capacity of the old streets in the city center is not able to cope with growing amount of cars. Mr. Fomin argues that widening of the streets in the city center will bring the solution to the traffic situation and tram tracks should be dismantled from the roads in order to release one more lane for car rides. 3 of 5 tram lines have already been dismantled from streets since Mr. Fomin was elected as a mayor of Ivanovo.
After dismantling tram lines municipality partly replaced them by second hand buses or somewhere by minivans. The number of buses per route occurred to be less than trams as municipality had a lack of buses. Some parts of ex-tram routes remained not covered with transport at all.
Municipal officials like in Soviet times reported in mass media that their decision had improved transportation in Ivanovo.
At the same time internet polls show that at least 50% of citizens want to have tram in that Russian city. People say they need tram and they don’t understand why do authorities want to destroy it. There has even appeared public organization consisted of people who consider that it’s necessary for their city to have tram system. The head of that public organization Maxim Tanichev says: “Municipal officials want to remove remaining very popular tram route and whole the tram infrastructure. However more than 50% of people in the city want to have tram but authorities pretend not to hear them. Moreover in his election program Mr. Fomin stated that he would save and modernize tram but after he was elected he halted modernization program and started to dismantle tram lines. Unfortunately imprudent decisions of Mr. Fomin who is not a transport specialist postpone the development of the city on 50 years”
There are of course in Russia cities, where tram is maintained in good condition and even modernized. However city transportation planning still depends not on city demands but mostly on mayor’s opinion. So some mayors like Mr. Fomin are absolutely free to destroy at a moment whole the tram system and make the city to repeat old faults of others.

Вместе с since нельзя was, замените на has been.

... the land in the centeres of cities that have trams... ...more efficient than in ones without trams...

Of course, there are Russian cities where tram is kept in good condition and even modernized. However, the city transportation planning still depends not on the needs of city inhabitants, but mostly on a mayor’s voluntary opinion. So some mayors, like Mr. Fomin, are absolutely free to destroy the whole tram system and at their own discretion at any moment to make the city repeating the old mistakes of others.
